Does ebay consider dreambox receivers as a high risk item? Or are they just illegal?

It is not illegal to own one, it's what you do with it afterwards that could turn out to be illegal. Do a Google search, in Germany I found out the Dreambox 100 is illegal, I don't know about the USA, and I see that there are replica Dreambox's too, so you better do some research.
