If you have quantity stock it's tough any way you cut it. If you have one or several listings with many quantities each, that will push the VeRO member's or eBay competitor's buttons. If you run just one listing for a single quantity over and over again, they will notice that too -- especially if they do a "completed" search and see your listing with many consecutive sales.
The advantage of repeatedly running a single listing for a single item is that only one customer at most gets a message from eBay if it's pulled ... as opposed to every customer who bought from a mutli-quantity listing. And maybe it will take longer for the VeRO member or competitor who exploits VeRO to notice that you're selling multiples.
I'm still learning, but logically it would seem that you need to be pretty damn sure it won't get pulled if you're going to sell with a 30-day listing with a large quantity.
