You need Mexican IP
- buy ready VPN
or
- buy a VPS which is located in Mexico and find at freelance or fivver admin who will set up VPN there (my favorite option)
- Sing up on etsy shop in Mexico and link your paypal there for receiving payments, if Paypal account is registered on email that the etsy has already banned, then you can add an additional email to your account (up to 6 of additional emails = up to 6 of Mexican stores  )
- In a month or 2 months, you can change your address to Canadian on etsy, your store will still remain paypal only mode
