Buyer can return any significantly not as described item bought for full refund. In reality, this is: 'buyer can return Any product' if they change their mind. A buyer can simply claim that item was received damaged even it wasn't.
There is nothing that a seller can do. PayPal will not examine any evidence such as photos, emails, statements etc. other than in some cases where product is alleged to be counterfeit(buyer needs to provide expert's proof, ie. claim that gold coin is ⊗⊗⊗⊗.) In this case, buyer is better protected if he claims that item came damaged.
The case is usually decided based on information provided in the dispute message in the Resolution Center.
