 Need help

Sorry if this sort if thing gets asked constantly!
My ebay account was restricted to 15 items per month due to my postage charges DSRs even though I charged £3.65 for first recorded- the exact amount.
Anyway, I have ordered a new laptop as my last one finally gave way, when this arrives I will not be logging into my old paypal or eBay at all and will keep everything in regards to that completely clean, I'm also moving house in 2 months so will have a different address and new Internet.
What I was wondering is, if I close my current bank account and open a new one with a different bank and my new address then make a new paypal account, will I be ok? Or would my name be a give away?
Also, because I'd like to start selling again before 2 months, say I have a new laptop, IP address, paypal and just put my soon to be new address, would ebay catch me out when I transfer money to the bank account I used for my old ebay account? I'm not sure if eBay pick up on that stuff.
Obviously if not of this is possible then I will check out the Stealth Book.
