Paypal cannot touch your bank account unless you select your bank account as a pre-authorized payment method and then they can only touch it to pay for that particular item or recurring billing. Years ago paypal used to do this very thing Roscoe talks about and they were sued, lost badly, and as a result had to payout settlements and were given a stern warning by various government agencies. Look it up as it is all over the net.
ACH's, much like wire transfers, are very difficult to reverse once completed. They would have to certify to the bank that the ACH was a mistake or have to get a court order stating that it was fraud.
