This is nothing compared to a full-blown limitation, like requesting ID; proof of address and all the other stuff they can ask you for.
As virtual cards do not typically have a statement each month, you will need to use your imagination. You can either be conventional and call up PayPal; explain that the card does not have a monthly statement and can not provide that specific information or take a gamble and fabricate a card statement using a template. Everything needs to match information-wise like the card number etc. with some realistic transaction nodes and perhaps go one step further and add branding to match the provider of your card, which they can identify from the card number. There is no way for them to check that the statement is genuine, unless it looks obvious that it has been fabricated or they simply do not believe you.
Other than that, there is not much you can do. The limitation will not go away by itself, so you will need to take your chances.
They usually place this limitation when there are suspicious card transactions or repeated attempts to send money. Is there something you are doing with the account that is triggering this in particular?
