The dongle does have a MAC address, Just make sure you spoof the MAC address of the dongle and you should be able to open multiple accounts with some 3G dongles.
Again... 3G dongle+New IP+ spoofed MAC=new amazon account.
FYI, some dongles tend to repeat IP's I dunno why but it just happens. I use a dongle myself for multiple accounts. It works fine with spoofed MAC address (I follow Amazon stealth spoofing)
