Is this an Amazon quirk?

Nobody attached

When you look at the listing it doesn't have Add to Cart, instead it has "See all Buying Options" on the top right, and only inside there do I get to add my listing to cart.

What gives here?

It's got something to do with the "buy box."

This is intentional. New accounts aren't buy box eligible for the most part.
