Unless you can pin the blame on Amazon (such as FBA delivery), then Amazon seller support won't listen even if you have very legitimate explanation (i.e. "My area just had a Tsunami!").
I usually promise the buyer "a refund AFTER he removes the negative feedback", saying "I won't break my promise since since our conversation is visible to Amazon arbitration team, you can complain to them if I later on refuse to issue refund". Buyers typically accept this deal.
What I do is technically against Amazon policy, but I was never punished.
