I've been using an at&t Hotspot for years, I kept track of ip's for a long time & realized I'm using the same ip's over & over again & the same ip's as everyone else on at&t. Mine usually locates me in Kansas city. I'm 1000 miles from Kansas City. I'm convinced ebay does not track by dynamic ip's . If they did anyone using Hotspot or tethering would go NARU immediately. All these ip's have been used over & over again. Now logging in on a home Internet service like twc, or Comcast were the ip stays the same is a different story. I dont & wont use one. Hotspot or phone tethering I believe is by far the cheapest option & 100% safe.

Your phone is fine, just restart or put it in airplane mode in between switching accounts, go to IPBurger to check & see that your iP changed & you are good to go. You can keep track of your ip's if you like but I find it useless in that you will get repeat ip's within a month & they are the same ip's everyone else in the country uses anyway,
