Add a working credit card, respond to the email, and in 24 hours, your account will be reinstated.

Btw, I guess your account is new (i.e. created after last November). I have multiple accounts, and only my latest account encountered this issue. Not sure whether this extra measure will be gradually extended over older accounts.

1. Name doesn't matter, you can use a stealth name with your real card
2. Use the same street address and zip code. You can change the street name

When they check if the billing adddess is valid they compare numbers only, thats why you have to keep the numbers of the actual billing address that is on the card and can change the rest. So street number and zip code have to match.

Based on research on this forum, I used to think all of the following three need to match:
1. card number
2. expiration date
3. numbers used in address (street number, apartment number)

Some time in last October, I made a "mistake" and only matched the first two, but then the card still worked perfectly. Then I realized the 3rd point is not relevant. Either someone was spreading wrong info on this forum, or the Amazon procedure had changed.

Since then, I no longer bother with address and all of the cards (4 at the moment) have no problem.

I doubt anyone was spreading any wrong info. The issue is people get confused, and misinterpret what is being said. Here, let me break it down:

When you sign up to PayPal or Amazon (as a buyer) - they check the card you add to make sure it matches the billing information you provided.

When you sign up to Amazon (as a seller) and you add a charge card (used predominantly for paying any outstanding balances that sales dont cover):
*You can use majority of bank issued cards, most are accepted.

*Card should have around £10 / $10 on it at all times to cover test charges during disbursement.

Yes, The value of the charge actually varies between $0 and $1 depending on the card being used - ($10 is just in case they don't refund in time for your next disburseement, etc.)

I agree with what you said. I remember reading somewhere on this site that AVS check is conducted (and has to be passed) before each fund disbursement. That is, as you have confirmed, wrong.

The issue is not the VCCs. The issue is that Amazon is now charging the VCC $39.99 almost immediately when you create the pro account. The VCC I sell only has $4 balance. So when amazon tries to charge this $1 test plus $39.99 for pro fees, the vcc declines, and the account gets suspended.

The VCCs I sell have been working since October 2015. I just created an individual account last night with these same VCCs. As of right now, the account is still fine. I also used VMware and MIFI device to create the account.

I am far from an amazon expert. But I have given a few test cards to different people with a $45 balance and so far they have reported that the pro account is still good. I have also been conversing with elmono, and it seems that this is the solution for forming the pro accounts now.

I should also add to my point that having a £10 balance is sufficient for UK accounts (as of now) as Amazon *UK* charges any pro seller fees at the *end of the billing cycle*.

For Amazon *US* you'd need to pay the pro seller fees up front. Whether or not this move would transition to Amazon UK, only time would tell. I think this is just another stunt from Amazon to eradicate any possibility of financial loss when people sell, take disbursement, and dont pay the pro seller fees.

but is this issue for pro merchant or individual selling accounts as well

I am unsure if I am misunderstanding or not. But when I check the VCC balance and transaction history, there is a $1 charge, which I assume is the same test charge. Then there is also a $39.99 charge, separately. This is from the list of transactions it gives me. One buyer said they had to submit payment 3 times before they removed the $39.99 from the card.

As of last month, US Amazon pro accounts now require payment of their first month fees within the same day of registration. That means you'll need a CC with a balance of $44 minimum. It should have a few more dollars on it as well to handle test charges / disbursement test charges.

US Individual accounts are not experiencing this as they do not have a $39.99 monthly fee. But as soon as you plan on upgrading you will be faced with the same charge.

UK Amazon is still giving the 1st month free of fees, so you can still use a CC with 5GBP on it.

The point is to sell enough items to cover this monthly fee from your Amazon account balance so the card is never charged. However, in the US, for amazon Pro accounts, you now need cards with a minimum of $44 upon registration to cover the 1st month of fees. After the 1st month of fees that are paid by the CC, make sure to always have an Amazon balance of at least $40 to cover the next month fees, and so on.
