My ISP on occasion changes my internet IP address. Also when I recycle my modem many times the IP address changes as well. So the question would be if/when it changes, are you then safe as far as using your existing ISP for stealth? Or can they reuse old IP addresses? Probably best not to chance it but not sure if anyone was aware of this.

IPs can get recycled, this is why you need to keep track of them to avoid ones that are linked to banned accounts.
Depends. Amazon usually uses AT LEAST TWO items to link. Just an IP address wont do it or else they would have a major issue to deal with since most dynamics use recirculating IPs. So if they link IP and cookies, yes. IP and any info in account yes. IP and browser, yes. IP and item history, yes. Etc.
