I received an email from Amazon asking me to email the Proof of address ( Utility Bill ) to seller performance team on 04/19/2018 . I emailed them on the same day with the Utility Bill. Today is 04/21/2018 and i still did not receive any decision from Amazon whether they accept my document or not. How long do i have to wait? shouldn't the decision come in like the same day or 1 more day?

I've been waiting for a response for utility bills for more than a week on two accounts. For verification Seller Performance is generally quick, longer waits such as this are generally bad news IMO.
When you first create an account SP requests National ID and Bank Statement, if they accept you are generally approved within 24 hours from my experience. If not - they generally request additional documents such as a utility bill while they "verify" your account further (which is what I and I believe you are experiencing). I have a theory that something may have triggered a flag or the person reviewing your account didn't like something which initiates the additional verification process.
SP's behavior is precarious. Because of this its best best is to make more accounts while you wait for a response from SP (if they do respond that is).
only Utility Bill, I told them my account is individual and I don't have a business license. normally they will respond whether they approve my account or not in 24 hours but this time its 3 days already.
