So recently i was suspended from amazon i tried to verify using vcc but they asked bank to send fax. i created a new account under one of my suspended emails if i wait for a year and then purchase with my new credit card would i still need to get my bank to verify billing address And also if i buy Amazon gift card and purchase something with no card attached would my account be put on hold.

You cannot use same email from suspended account, when you open new stealth account you should use new email. Even using gift card will not help you. You will lose your gift card balance.

I believe you need to be 18 (but could be wrong), stealth shops may be the way to go in your situation
