Utility Bill question

Hi,
Recently, I opened a few stealth account.
And some of them ask for utility bill and some other account dont asking for utility Bill.
Anyone can explain this?

If you scroll to the top it clearly states the platform which is AMAZON

With amazon expect that all accounts will be asked for something whether it's now or later.

Did you create your account correctly based on the Amazon Ghost?

You have to provide them with what they are asking for

If you provide everything complete you will have a higher acceptance rate

the review process was based on the bot to trigger it or not. Depend on the information you used to register the Amazon Account, the Bot may flag it as risk and ask for the Bill. Some information is not deemed as high risk so it explained the bot doesn't ask for Bills on some accounts.

So I think I have to get a new card, the vcc doesn't work right?

it's not about the cards alone, the bot checked on cards, address, ip to determine if there's anything high risk.
