Topicals: Please submit a GMP certificate with the applicable standard type

I've been trying to apply to Topicals but have had no such luck in getting an approval. I had the following response from my last attempt:

Upon review, we found that the documents that you provided do not meet our requirements. In order to continue processing your request, we require additional information from you.

- The GMP certificate provided contains the Topicals standard type, which is not applicable to this product type. Please submit a GMP certificate with the applicable standard type

So my question is simple. What standard type is it that they are looking for? Does anyone know what US or International Standard it is Amazon needs to see?

The product is a shampoo btw.
