need to pin point exactly what you did wrong, look closely at their policy for reference. Write a specific and accurate appeal to ensure your reinstatement!

First of all do you think they're right or not you must answer that. If you think they're wrong you must explain it the way they want. Even if you write thousands of mail with lots of explaining. It still not change your situation. But if you send a specific e-mail giving the answer they want you can get your account back in a one mail. It's getting more complicated every day. I hope you get your account back.

MAY be it related to the hurricane based on the timing.
I found blocked listing in grocery, I didn't get any notification about this ASIN,
other sellers who selling this product also was blocked

he is in Russia.
Does AMZN have some policy about price gourging ,taking advantage of folks in
distressed areas who need basic stuff like water,medicine and food?
Or may be the government does.
and how is he planning to deliver water to residents in US?IF NOT dropshipping

When I submitted the appeal estimate time was 2 days, I sent it 5 days ago and still have not received a response

not a good situation for a amazon seller...
but yes try writing appeal letter as much as you can with he most details you can add also add certificates if you have...!!!
it should help, as i unlocked my accounts twice with the same procedure!!!!

I don't have certificates and it was not mention a particular ASIN in the letter=(
