I use a lot of the free USPS Priority boxes, and they actually measure smaller than the dimensions written on the box. I use the numbers that I measure.
No problems, thus far.
I've never tried to be off by a few inches, like Phaz0rz, though....
As long as you don't over exaggerate the box dimensions you should be fine. I ship over 20 cubic packages a day and have been caught with boxes that are way over the cubic limits.

USPS has system which check your shipment ,if it is under,you would find out from your Ebay seller account.
I just shipped a 8 3/4 lb item,USPS priority my box is $18.60 but Fed Ex home delivery is only $13.
I decide to use USPS priority due to nature of the item but many Ebay selllers will go with Fed Exp
I'm not gonna lie... I doubt you even know what USPS Cubic is.
