Business License / EIN confusion

When opening a new account with an LLC, if Amazon were to ask for a business license, would an EIN work as well?

From my understanding, certain states/counties don't require a business license to sell online goods. In this case why would Amazon request a business license, if the state/county themselves don't require it?

Also, when opening a PRO account as a business would Amazon need a credit card on file and would a business debit card provided by the bank work?

Do they accept EIN in place of business license as some states do not require business licenses?

I use my tax exemption certificate which shows that the business is registered with the state for tax, also is very good not to not pay tax on Amazon and eBay purchases.
