Very safe. But that's a hassle. You need that computer to run 24/7.
Why don't you just get a cheap ssd, and install it on your pc? Get the browser cookies/history and then export to your new computer. Even with new windows user account is enough. But i know you wanted to be extra careful, so i won't argue with that.

Just use your own computer and put a Residential IP in it.
Then take that laptop wherever you go. Make sure it's a freshly installed OS laptop not previously used with another amazon account. a new windows user account is NOT enough
