How does Amazon confirm the information on the utility bill, if it is not in the U.S.

I am in Vietnam, amz asked me to provide utility bill, I plan to send them electricity bill, how will they verify to know the information on the bill is true

Your account is USA based account and you're sending in a USA utility bill, correct?

if he has an US account,he needs a US utility bill,but his flag said VN

Most of the time the rep is just visually inspecting it

But if they have reason to they can verify the authenticity of the bill through public records

AMZN operates worldwide,but why is he submitting a foreign utility bill when he has an AMZN US account or am I missing something?

Yes you can, it's either needs to match business name and address or match the name and address of account holder
