Tax ID number for INFORM Consumers Act

I have some stealth Amazon from Africa based. Now I can not pass tax ID number ,since there is no tax ID in that country. The seller can not help me .
Do you guys have same issue ? How to pass the Tax ID verification ?

What you need to do is open a new stealth account with a Arizona address and they can not ask you for a tax I’d number because that state does not charge state tax. Hello
