I was banned as an Amazon seller many moons ago.

I now have a new address, can I register at that one. My passport is different these days, but same name and DOB of course.

Should not be a problem as long as everything is new/never used before. Just like a stealth account.
Remember to keep notes on how you set everything up for future reference.

As long as you follow the Amazon Ghost and use those info you got, you'll be ok.
