feels like the level of issue for the new address user might depend on the level of violoations/suspension accusations on old address user
Address does not matter as long as it’s your business address but person address yes does matter but since you using on different name it should be fine
What about if it's the same residential address, but different person but same surname as someone who has been suspended previously?

amazon may use various details to link accounts , there are various examples of people from same household being suspended just for having same address
amazon are also known for deliberately rejecting applications for new accounts for no apparent reason , apparent does not mean there is no reason
