I usually do it a few days before the first disbursement. This way if it goes down before that, I didn't waste a bank account and with only a few days there is no point in waiting longer because it will just delay your money.

Never really a best time but I would agree on adding it close to your withdrawal date. Make sure credit card is valid for test charge.

I usually add it exactly 3 DAYS before the first disbursment (that's the sweet spot) because ...

A) If I do it any sooner and the account gets deleted then I've wasted an account

B) If I wait any longer, it will cause unecessary disbursement delays

always wait as long as possible
