check your IP http://www.whatsmyip.org switch your router/modem on an off and check again. If its the same then you have a Static IP. Contact your supplier AT&T and say your having problems with the bank and your IP and you would like a new one. They will change it.

That's exactly what I was thinking. If your IP problem is with a bank, you're probably committing fraud and I don't think AT&T would be willing to help. I recommend trying another excuse, but I don't think you'll have much luck regardless. ISP's with Static IP pools do not like to switch IP's around for no reason. You will probably have to pursue other methods of changing your IP.
