The 21-day hold rule is nothing new for new accounts for almost 18 months now.
All you need to do is use eBay shipping and pay for it using PayPal to send your package to the buyer. By doing this PayPal can keep "tabs" on you and they are 100% sure that the package is shipped and when it gets delivered.
Once the package is delivered you will receive funds in up to 72 hours.
Now... it used to be that PP would lock up funds if the buyer claimed "not as described" or wanted a refund but, I've noticed in the past couple of months that isn't the case, they will still release funds while the dispute is going on. Maybe they are becoming more seller friendly...(NOT). Quote:

I continued on the phonecall with paypal for the other 6 transactions and all funds were released. Turn around was a few hours after delivery confirmation.
Understandably everyone is a tad paranoid when phoning up PP but rest assured this was over in 10 minutes with no added pressure at all | |
