Basic Question: How to discount BIN listings

Ive seen tons of sellers able to add discounts to their already low prices to increase sales. How does a seller add a discount to a BIN item? Some sellers will list a BIN for $1 with 60%+ off to increase sales. One would like to know

you have to put the item in the ebay store then discount it from there, it has to be a store inventory. don't forget, don't discount it max of %75 because then you will loose money it cost 3 cents in final value fee and it cost 25 cent paypal fee
