BIN listings are bad .
 

Listed one bin and 900 auctions and I get an mc999 so now I have to fax some info to ebay to sell again. I am shocked but I have to do it

You are not giving us much information to go off of, so we are not really shocked as of yet.

A buyer wanted to purchase two of my listings but wanted a bin so he would be protected .

I did it and right after it ended got slammed with a limited account mc999 message.

I have to send in info to verify my identity. I've been a member for the past year and have sold over 4500+ items in the last 3 months.

what have you sold on the account prior to this notice?

What was the exact message that you got? I dont think it was the single BIN listing that got you suspended.
