"Request higher selling limits" message

Hey all, went to list an item yesterday and got hit with the above message also saying "to sell more on eBay, we'd like to personally help you with your request". And prompts me to call eBay. No issue with other listings or with revising listings, it just seems that trying to list an additional item triggers this.

Problem is, the sim card associated with my account has been deactivated so I can't talk to them anyway.

Mostly I'm wanting to know if this is a safe message, has anyone else come across this?

Did you hit your monthly limit already?
And even if you call via skype it's just fine, it is not necessary that you need to call with the number attached to that ebay account, same with paypal.

Try via chat to get it sorted, if not just call from a different number, easy to get a $2 simcard $10 recharge these days.
