1. Your IP address - are you ensuring its not been used before to access any other eBay accounts past or present? i.e. do you keep a log of the IP and check its really fresh each time? all it takes is one time to link you.
2. sometimes (many times) an MC113 can be just automatic and happens for no major reasons to new accounts. In my experience 50% of the time contacting eBay to reinstate your account can work, they ask questions on what your selling and qty and average price per month (you can say just personal stuff for now). There is a number you can also try calling which gives more success over chat (I think its through the help > hacked account area > you can get a number to call.
3. sometimes its due to similarities in listings (i.e. pics, theme, text, font, wording etc) and it could also be due to selling a higher value item on a new account.
I would recommend if the above fails, try creating another new account account and wait up to 30 days before listing, and try a few very cheap personal second hand items first to make 2-3 sales before listing auto parts.
I suspect auto parts is a grey area on eBay with a lot of scrutiny but I haven't experienced selling in this category so maybe someone else can comment on that.
If your persistent and thorough, I guarantee 100% you will eventually be able to sell successfully.
Edit: name and address previously you could put any random real address and random name, but since a couple weeks ago as managed payment is implemented now you need a real name with real ID as they verify it against gov databases to verify your ID name and DL or passport number exists (address doesn't matter). I am sure you will find a way to get that - its not too hard.
Edit 2: If all your ID's have same address, when registering change the address, they don't verify address against the ID in my experience.
