I have checked my records I do not usually list on US site but I gave it ago some time ago got the 21 day hold with a bit of looking around on the PP site was some info on how not to get the 21 day hold on eBay US. The account had to have its first sale 90 days ago it had to have over 25 sales and had over $25 in Sales.
I think eBay Aus will have similar restrictions after November 1. This is an assumption on my part be interesting to read any one else two bobs worth.

What are eBay's selling standards and PayPal's risk standards?

If you, as an eBay seller, have a standard or above standard performance rating or a top-rated seller status in the eBay "Seller Dashboard", and an established selling history with eBay, the funds you receive from selling on the relevant eBay websites should be available in your PayPal account immediately after the buyer has paid, subject to any claims or chargebacks that may be filed.

However funds from your eBay.com, eBay.ca or eBay.cafr sales may be unavailable for up to 21 days if:

you have a limited selling history with the relevant eBay website, meaning:
90 or fewer days have passed since your first sale, or
You've made 25 or fewer sales, or
You've made $250 USD or less in total sales; or
you have a Below Standard rating in the eBay "Seller Dashboard"; or
there are sudden changes to your eBay account, for instance a high incidence of eBay Buyer Protection claims.
In addition, if PayPal believes there is an increased risk associated with you, your PayPal account, or any transactions in your PayPal account, funds received into your PayPal account from sales through these eBay websites may not be available for more than 21 days.

Here's my problem. The tester account has no issues. Dashboard is in order.

I tried this again on ebay uk. Once again they put a 21 day hold on funds. I guess while i'm an established seller its because I have no selling history on ebay uk. This would be the same for new sellers on ebay au.
