How can someone can have 137 account. I do not know what is stealth account but I hop I am getting it right that it mean ⊗⊗⊗⊗ account after reading this thread.

If Paypal account is limited. You cannot even withdraw money from account anyways.

and even if you did, how you will manage to withdraw from all 137 account? Hard job!!

137 USA PayPals isn't that hard. There are thousands of banks in the US, problem is trying to open bank accounts for such small amounts is not worth trying to open that many bank accounts.
