Required vcc on paypal to sell on eBay

I decided to give it a try and open a Canadian eBay and PP. I used a VPS in Canada as well.

When I try to sell an item, it asks for a payment method to pay seller fees, I proceed with PP and then it requires me to put a CC on file on paypal before I can do it. There's no option to skip it or do it later.

When I create US paypals, I'm usually able to add a card later to paypal and I can still sell items.

Does anyone know why this is happening for me? Any input would be greatly appreciated!

I've read countless times that in Canada, you don't need a vcc to sell an item at first. Of course it's better to have one, I'm just curious why it is mandatory for me, when others don't have that problem.
