No - you can find out by calling in and asking or it might show up later.
There is no normal but they usually start them a little lower than US accounts from what I gather. And it doesn't seem to matter how much work you put into your account - you'll never get an item limit over 10k. In my experience.
Whatever your hidden limit is, it won't be raised until you can see it. If you hit it you'll get a listing error and that's the only way you'll know you've hit it.
