Sorry, I'm new, but I have a question?? I have a VPN and I have already done a lot of Paypal accounts. If you sign up Ebey.сa under Canadian IP address, even as a non-resident, would not then Ebey ask to send documents to confirm the address, or documents of the border?

They COULD ask depending on 1) how risky your account is based on VPN (overused VPNs can cause problems) and/or 2) how risky your operations are e.g. what you sell, how fast you selling, category of sales, buyer feedback. Many factors. They can always ask for documentation - if you do things correctly, they may never ask :FF:
