well a lot of people are having problems getting it to work and others say it still works fine..so it is a hit and miss on this one sometimes it works and sometimes not:argue:

Sometimes it can also depend on the country you are in and the country your account is in.

The OP is apparently in Algeria and wants to use a USA virtual bank account to open a PayPal account in Canada.

Unless you REALLY know what you are doing (making it look like you are actually IN Canada) there can be a lot of things that could go wrong in this situation.

My feeling is that an exact answer here may not be possible.
