Virtual Card For Paypal Fund withdrawal

Can you guys give me list of site ... who give virtual card and that can be linked to paypal to withdrawal fund ?? Paypal account in middle east, Only allow card withdrawal.
And if i use one address in Virtual card and put another address in paypal will paypal accept that card ??

Generally if something like that gets shared it get abused very fast and then shut down
