the cards have to have a matching billing address and country of issue

when ebay says they could not validate the card it is almost always the billing address

the VCC can also be not good.

But at times their processor is also at fault. This issue has been going on for 2 years since I remember.

What about when you put a matching address as your billing address on your card account, but your shipping name and address is different on your stealth account when you are buying? It doesn't work, why is that?
