I wouldn't get too caught up in the differences, they really go hand in hand. In order to verify the account, you need to confirm your information.
In Paypal's world...when you 'verify' the account, it means changing the status from an unverified PP account into a verified PP account. In doing so, you have confirmed both your bank and CC information, passing AVS checks.
The VBA is an extra layer of verification. It is used in lieu of your real bank account. It cannot be used to withdraw funds. (This comes in handy in case your account doesn't last the initial stages, you don't need to burn your real bank account).
