Russians have alot issues these days with Visa and MasterCard. Don't forget about the European sanctions against them. Also PP officially "added" RU to the gray-countries (from the black ones) last year around Sept, so people now there can add/withdrawal/etc. money. Till Sept 2013 they were ONLY able to transfer money between PP accs as far as I know.

For Post-Soviet states it's usually 50:50. CIS countries different than RU and where PP have no "official" membership - might have issues as well.

Macedonia & Serbia specially would have alot of trouble and issues - not in the European Union, not CIS, not Post-Soviet, nothing. They're into the blacklist of PP for years and continue to be. Alot of e-stores block transactions made from IP-countries where they don't like and where people fraud so much.

For LV/LT/EE I won't definitely won't use any other country card, only LV/LT/EE Visa issued from an LV/LT/EE bank. The first 6 digits of very card is a "BIN" number where usually payment systems detect where the card was issued.

No matter that, I would test a Withdrawal from a newly added card. It seems that the previous one(s) were already "bugged/glitched" or something (if there is no glitch into the PP's side).

And about MK - I would get a BG Passport ID/лична карта in order to open a BG € bank account and get a BG card for 3 years in EUR, and from the e-banking page to add a tick for "SMS notification" in order to receive the PP expuse code immediately if possible.

it s not only a russian or ex soviet countries as i m having the same problem whith a jordan card whith italian paypal last succefull transfer was made 31july and during all this month all requests were whithout success

The same problem in PP accs registered in Israel, Kuwait, Jordan and other countries.

If PP are saying "your account and can confirm that it is in perfect working order, there is nothing wrong with your Visa card" and if they don't know if there is a glitch in their system/side and/or the Visa's refund gateway (where the proceed the Withdrawals), then your only hope to work is:

Otherwise you can continue to write into this thread or other thread forums, but still - nothing and without success.

No one can't be sure where exactly is the glitch: with the card, with the Visa's refund gateway or with the PP's side. If you get a new card, verify it, try to withdrawal and still the same after a week (and not received, or blocked, or returned money) - they the issue won't be with the card (might be with the Visa's gateway or PP's system).

There was an issue with paypal in the middle of this month pertinent to what the users are discussing.

PeHe oT PecToPaHTa, I also made withdrawal with small amount to new and verified Visa card - no money on card and it stil not returned back to PP, 10 days passed.

same here 2 withdraws 400 euros each, been more than 10 days now no return and not in bank, hope it goes in my bank hopefully. will post if they arrive in bank or pp.

but its not just 1 country reading this post it seems 5+ countries with the same problem. my withdraw still stuck 11 business days and counting.....

The problem is from a kind of Visa card
This is the replay from Paypal I received Today regarding to this exact problem you're discussing .


Thank you for contacting PayPal regarding withdrawing funds to your credit card.
XXX , I have reviewed your account and it shows that the credit card linked to your account is a rechargeable debit Visa card.
Unfortunately, Visa has decided to not allow withdrawals to this type of card anymore.
As you could see , the funds are re-directed back to your PayPal account and it will appear on your balance shortly.

As you were unaware of this decision , I have decided , as a one time goodwill gesture , to credit your PayPal account with the withdrawal fee of 5.00 USD.

Please be advised that if you wish to withdraw the money from you PayPal account , you can now withdraw it to either a bank issued Visa card or to your bank account.

So it seems that the days of using some random VCCs issued by non-bank institutions, are ended. So it seems that I was true:

No glitch on PP's side. Only Visa "changed the rules", oh, well. No more "rechargeable" Visa cards.

During August I tried to withdraw the money to different personal Visa cards (not VCC) issued by real banks and till today nothing arrived.

i also have a bank issued debit card, not vcc or rechargable, and still no money in my bank.
btw its been 15 days now when will paypal return my money with the oc scheme notice?

I started withdrawal on 18.Aug and money still 'on the way' - not at my personal Visa, and not at my PP.

Since August 7 made 6 withdraws to my Russian Bank Visa card on Aug 7, 13, 14, 19, 20, 26 nothing delivered to Visa and no $0000 returned to PP account. This is strange I'm worried. Called to PP women said need to wait 30 days since first transfer if nothing I have to contact them again to start investigation.

Your early transactions were done nearly 30 days ago.

Do not allow more time to go passed before getting everything checked.

Wait until 7th Sept and start the checks for the 1st transfer.

Check with the card issuer and paypal.

im also getting worried 2 done 1 on 18 august and 1 on 19 august and both are around 400 euro im worried what should we do?

i though they say you have to wait 14 days before they can start a trace :confused:?

got them in my pp just now but it also says "oc scheme" and under that it says "This transaction is subject to a buyer Complaint, Chargeback or an Unauthorized Claim. Go to the Resolution Center to resolve this issue."??? anybody?

now i cant send the money to other pp accounts, i read to let the money sit 24-48 hours before trying again is this true? they say its a security measure and they are locked for about 24 to 48 hours.

OC Scheme is within paypal's security measures.

Cards being used by many are being examined for their future use

All money returned back with OC Scheme to my stealth paypal account. For testing purpose now tried to withdraw some money to same Russian Bank Visa. Money credited to card super fast just in seconds like for UK Bank. I think withdraws in April was blocked by Visa system maintenance or something else. Now all seams back to normal even better Visa withdraw in seconds something new to paypal.

It took about 13 days to receive .

P.s. my country is different from card country

It looks like problem already resolved.
Week ago started withdrawal, status has been changed to Completed 24 hours after and in the same minute it was booked at my Visa card. By the way, it was Sunday, not a business day.

Well guys, as i can see here a lot of people are saying that this issue has been resolved, but i cant manage to receive any withdrawal on my bank im still getting that same error OC scheme rejections.. Is anyone here still having same problem like me or it's just me now lol?

I was withdrawing to my credit card for a few years and it was working just fine, but now from august this year i am unable to get funds from paypal to my card because i am getting that error OC Scheme Paypal Rejection Corrections.
When i withdraw it takes around 7 to 10 days for the money to return to my paypal with that error on the description, i tried it around 50 times maybe even more but same error appears, i tried to contact paypal etc but they are helpless they always blame banks...

So i am trying to find help here! I can see a few posts here that they say they sorted that problem it's working again for some people but one thing i dont understand how it can work for some people and for some not.

Please help me.
