Can a buyer open a claim for a return or a not as described after the 30 day return period?

Not so much a claim. More of a request to return which you have the option to deny. It's baically at your discretion that point forward.

If you choose not to allow the return, then request is closed and buyer is notified they can't return it, and vice versa.

Basically if it is after the 30 day period, it is completely up to you to take the return or not.

So basically they can chargeback when ever they like regardless within the 6 months Paypal period.
So a buyer can buy multiples of your stuff then pull a chargeback or Paypal claim which is about the same outcome. They keep item. On top of that with so many chargebacks/claims with Paypal you could get limited too, right?

Pretty much, yes.

You've overstated the situation a bit, but the period is now AT LEAST 6 months.
