New ebayer reported to paypal - transaction unauthorised

First time I had came across this. I'd been lucky i guess for the past 5 years!

Anyway, an ebayer (new ebayer) placed an order today, 10 mins later, received an email from paypal stating transaction is unauthorised.

paypal provided a few options

-I have not posted the item and I would like to refund the payment.
-I can provide proof that the item was posted through an approved postal service to the address on the Transaction Details page.

-I have refunded the payment for this transaction.
-None of these apply to me.

Should I just go for option one and send refund?

What would you guys do?

Also, am i correct in saying i will never receive final value fee back on this transaction as it is through paypal?

If you didnt post the item, refund them and close the case on paypals side. On ebay, Mark the item as unpaid and the open an Unpaid item case. Block the buyer so they CANNOT pay again and the system will refund the fees and such once the case is closed.

Im getting a crap load of these in the past 2 weeks.
