After looking over at the description and what the ebay shop provides, i cant really understand what they mean by : Included Fixed Price Listings which is 250 in the basic one. Can anyone help me understand?

You get 250 free fixed-priced listings that you don't have to pay an insertion fee for. That is what it means. You're still paying final value on each sale. Any fixed-price over 250, you pay the insertion fee for each new listing.

So basically this has nothing to do with your selling limit being increased to 250 correct?

Theoretically, they come at a somewhat discounted rate. However, if you don't use them all, you may not really save anything.
