Got new phone, new phone number and vpn on

Hi,
Im trying to set up my stealth account. If I purchased a new phone iphone 5 (new to me) got a new number and have downloaded VPN on the phone is it safe to use the ebay app?

Forgot to mention one thing, if you use the app.....using a VPN does not protect you if that phone had already been used with the ebay app.

What if you get a new phone and download the EB app, and you're logged in to your iCloud. (Like that app is associated with your iCloud account somehow)? Anyone know if the app is able to get any of that info?

It doesn't matter, the App resides on your phone....it collects a lot of information about your phone.
