So basically, if i create an ebay account or paypal acc using a speedtalk sim card..and after a month the plan expires. But 2-3 months down the road I reactivate the plan. Do I still get the same #?

Most companies have a 30 day late grace period guaranteeing you get to keep the same number. But most of the time if your number has not been reasigned after that period and you contact the company prior to paying, I've seen many get back the same number within the time period you have stated.
In your case, it would be best to call speedtalk and find out you options..
