Can I use my new stealth acc on mobile (Chrome)?

Gday,
Just set up my new stealth acc using a new windows user. Everything all good, but I do have a question regarding using both desktop and also mobile internet. I did use my old eBay account using my current phone (Moto G4), SIM. But have put my phone on flight mode on/off for a new IP. Can I now use my mobile browser to log into my new stealth account without being linked to my old eBay account?

This questions has been asked so many times, so let me put it to rest here hopefully. If you use a fresh browser on your mobile and non-linked mobile IP to log in, you are safe.
