Limited PP on the first payment from eBay

Note that it's a new PP created 1 week before listing on ebay

Never receive any payments before

ebay and PP are created on VPS with stealth method

Payment is 45$

How do you guys think about this ? Was it limited because PP always want the PP account limited to confirm new PP account identity ?

What IP did you using on the VPS. More to the point what VPS company did you use?

Google is one of the only companies in the world to own (1 or more) Class A public IPv4 subnets since they are one of the only companies to have such a large demand for IP addresses. I don't know if you're familiar with subnetting but if they're giving you one of their Class A IP's then this would make it very easy for anyone to tell you're using a Google IP. When a company buys a Class A subnet they are giving 16 million sequential IP addresses.

For example, 10.0.0.0 - 10.255.255.254 is a Class A subnet. If google owns this block of IP's and you login to eBay/Paypal with a 10.x.x.x IP address it would be obvious you're using a Google IP since any IP starting with "10." would be Google's property.

Note that Class A subnets range from 10.0.0.0 to 127.0.0.0 so theoretically if your IP starts with any number between 10 and 127 you're on an easily identifiable Class A network.

Waste of space and time, info irrelevant..

It depends on what you are selling.

This is a mistake. The general knowledge on the forums is to wait at least 30 days after account creation.

Not really, for the most part if you are selling low risk items....you can start selling a lot quicker than 30 days....like within days of making an account.
