Or at least explain to me why the vast majority in this forum uses their stealth paypals with a VPN successfully. I myself operate 5 paypals using IP's even from different VPN providers and don't have a problem.
Which brings me to the question I asked: how old is the account and how many transactions have been on the account. If the account is less than 2 month old and has quite a few transactions on it I would be pretty darn sure, that the reason for your problem is that paypal don't trust you yet. Give it a bit more time and it'll work. Been there too. |

The problem is too vague to resolve given the incomplete info provided and the way the answers are being dribbled out.
It probably has nothing to do with the IP, however, that's easy enough to test, borrow a friend or family members internet connection and see if the problem goes away.
It's far more likely your PP is messed up somehow.
Or, you could just CALL them and ask what's going on...
As far as IP is concerned, certainly public IP's like libraries and McD's are going to draw more attention, but in general most other IP's are going to be treated all the same, with dynamic IP setting and the fact IP's are leased to service providers in blocks and recycled periodically, IP address doesn't mean that much any more. |

If you are buying from an account that is newer also then that can be an issue too. Can you see if the account you are buying from is new or older? I have had this issue before myself. |

They are used by a large number of people accessing both EB/PP on a daily basis.
Just be be clear, the "abused" or problem IP ranges I'm referring to will belong to such things as known proxies, VPN companies that see a higher than average amount of "malicious traffic" etc, or IP ranges that are typically NOT used by customers for direct access to the internet (i.e. beloging to a datacenter/web hosting/colocation facility) | All times are GMT -5.
